Da Afghanistan Breshna Sherkat (DABS)

Da Afghanistan Breshna Sherkat (DABS) is an independent and autonomous company established under The Corporations and Limited Liabilities Law of the Islamic Republic of Afghanistan (IROA). DABS is a limited liability company with all its equity shares owned by the Government of Afghanistan (GoA). The company was incorporated on 4th May 2008 (15 Saur 1387) and replaces Da Afghanistan Breshna Moassassa (DABM) as the national power utility. DABS will operate and manage electric power generation, import, transmission, and distribution throughout Afghanistan on a commercial basis.


Mr. Qudratullah Delawari

Chief Executive Officer (CEO)

Mr. Qudratullah Delawari is a tireless business leader with an acute propensity for success. His insight, innovation, dedication and vision have been the driving force behind his achievements. His hands-on approach and personal philosophy of delivering high quality whilst providing maximum value to customers are the principles that guide his endeavours.

Not a man to stand still, Mr. Delawari is an innovator with a commitment to exceed the expectations of his customers and stakeholders. With an uncanny ability to identify market needs, he has activated a special loss reduction drive in the organization to cater to the growing demand of the fellow citizens.

An acknowledged name in the Solar Power sector globally, Mr. Delawari has spearheaded many functions.  With over 40 years of experience, his impeccable knowledge of market dynamics has helped him successfully lead teams across various functions and challenging times. He is a highly experienced professional, bringing a pioneering approach to power management through his exceptional leadership skills and profound knowledge of the sector.

Post obtaining a degree in Business Studies, specializing in international marketing in the year 1972 from United Kingdom, Mr. Delawari worked in banking and pharmaceutical sectors in Afghanistan until 1980. After USSR invaded Afghanistan he moved to United States to begin a career in Solar Energy, where he worked for over three decades in corporate sales and marketing positions.

Mr. Delawari is a firm believer in transparency, corporate governance and ethical business practice – principles upheld by each member of the team of DABS.

As Chief Executive Officer, he is responsible to nurture a brand that resonates Customer Centricity, Innovation and Social Responsibility. His focus lies in transforming DABS into a professionally run company that not only encapsulates core values and family ethos, but also adopts international best practices.


Mr. Ahmad Shah Sahil  

Chief Finance Officer (CFO)

Mr. Ahmad Shah Sahil was born in Paktya Province of Afghanistan on 21 April 1978 / 31 Hamal 1358. Mr. Sahil completed his Masters Degree in Business Administration (MBA) specialization in Finance and Accounting from Preston University Pakistan on 28 Feb 2007 / 09 Hoot 1385. He has more than twelve years of increasing responsibility and experience in Human Resources, Administration, Finance, Accounting and Procurement Management areas. Mr. Sahil worked for a number of organizations in Pakistan and Afghanistan. He started his career as English Language and IT instructor for 5 years at various institutes in Pakistan.

He joined International Committee of Red Cross (ICRC) in the capacity of Database Manger and Translator on September 28, 2002. He was hired by International Medical Corps (IMC) as Finance and Budget Officer in April 6, 2003. For almost three years He worked with United Nations Development Program (UNDP) where He was initially hired as Senior Admin/Finance Assistant and finally responsible for all UNDP Operations in the eastern regions of Afghanistan in the capacity of Regional Office Manager for DDR and DIAG programs.

He joined Development Alternative Incorporation / Local Governance and Community Development Project (DAI/LGCD) of USAID on December 01, 2006. He was performing the duties of Operations Manager based in Kabul, overseeing the HR/Administration, Finance and Procurement activities of the project in Kandahar, Gardez and Jalalabad Regional Offices, later responding to the needs of the project He was reassigned as Senior Contracts Specialist at Contracts and Grants Department. Mr. Ahmad Shah Sahil joined IRD/SPR project of USAID as Senior Contracts Specialist on July 01, 2008. Afterward, Mr. Sahil joined Ministry of Finance as Procurement Advisor through Technical Assistance Unit (TAU) of Afghanistan Reconstruction and Development Services (ARDS) of Ministry of Economy on 23 August 2009. Mr. Ahmad Shah Sahil was hired by Da Afghanistan Breshna Sherkat (DABS) in 24 Jan 2011 / 04 Dalwa 1389. Mr. Sahil is performing as Chief Financial Officer responsible for HR, Administration, IT, Accounting, Finance and Procurement Management areas within DABS.


 Mr. Mirwais Alami

Chief Commercial Officer (CCO)

Mirwais has an acumen of the customer behaviour which he has acquired over a period of more than 16 years, keenly working for various organizations in the marketing field. 

Equipped with an Economics Degree from the Kabul University in 2002, Mirwais worked through organizations, positions and departments namely customer care, sales and eventually marketing. It is his interface with innumerable people and markets, he grew his knowledge of the ground realities which is now a valuable asset, during intricate decisions.  Mirwais worked as the Head of Sales and Marketing for a year before serving as the Chairman of Kabul zone in Afghan Wireless Communication Company (AWCC) in the years of 2006 till 2009.

His command over English language came handy when he moved to Pakistan as a Director of English language and computer institute. He also completed his Diploma on Project Management from Project Management Institute (PMI) of Pakistan during this tenure. He completed his Diploma on Economic Strategic Needs from Poland in 2011.

In the past 5 years, Mirwais has been instrumental in leading the team thru many successful changes, namely re-alignment of the DABS Commercial Directorate staff, accountability of the commercial department for enhancing the revenue by 40%, enhancing the reputation of the organization besides cultivating relationships with donor organizations & international audience. 

Mirwais, apart from a Spokesperson, is now an integral part of DABS Senior Management wherein he holds the position of Chief Commercial Officer, responsible for the Commercial Department including Customer Care and Public Relations.


Engineer Shekeeb Ahmad Nessar 

Chief Operation Officer (COO)

Engineer Shekeeb Ahmad Nessar son of Rashid Ahmad Nessar was born in 1965 in an educated family in Bagh Ali Mardan of Kabul city. He studied in Amani High School after completing his primary education. After receiving his baccalaureate, he enrolled in Poly Technique Institute in 1360 gained his master degree in the field of high voltage power supply. He was conscripted into the army in 1366 and from then on he had been hired in Kabul Breshna Department as a power engineer. Afterwards, he was appointed as the Head of Northwest Substation and Transformers in both sectors he performed the assigned tasks honestly and tirelessly in the power supply sector.

He has been far from public sector for many years worked for Siemens Company as the Head of Power Sector. In addition to his technical skills, he has been involved in preparing technical offers, bidding documents, signing agreement under international norms for public and private NGOs.

In 2009 he worked as deputy planning manager for Da Afghanistan Breshna Skerkat he later became Director in PMO whose responsibilities included signing long-term agreements, and recruitment performing his tasks with his best endeavors.

He was appointed as Director of Kabul Electricity Department in 1390 and he brought some fundamental changes under DABS enforced laws and policies in technical and management recruiting talented individuals in the light of transparency and accountability in the mentioned Department.    

Having technical and management skills, he succeeded for the position of Chief Operation Officer which is the backbone of power supply sector in country after passing the competitive process of selection for the position.

From 1391 onwards he has performed his duties tirelessly with great personal and professional integrity in providing power supply services in the capital and provinces establishing standard reforms in the power sector, power generation and transmission, major repair of power stations, preparing and organizing power purchase agreement and signing power importing protocol with the neighboring countries.
